This manuscript has been received and reviewed by the editorial board. Unfortunately, we regret to inform you that we are unable to publish it. Hence, you have the option to send your manuscript to another journal without delay. Such a decision is made by the board of editors when it appears that a manuscript is unlikely to be rated among the accepted upper 30% of manuscripts submitted to JCIS. The most important criteria are the novelty and scientific significance of the contents of the manuscript.
