这是拒稿，但是可以重投。
应该是被拒了，但是，既然让你重投，可以修改了，再投吧，其实，trans还挺难的。
但是，建议不要再投了，因为西方人说话比较委婉，不伤和气，别想着真的修改后，再投就可以中了，人家明确说：再投的话，会送给reviewer,在render之前。你想了，你自己写的文章，能否出现大的转折性的改变。
如果reviewer觉得能够中，很可能直接给你修改意见。没有修改意见，便是不行了，只不过更加委婉而已，
拒稿重投，认真修改，希望还是很大的，审稿人的意见不是很好，但是估计编辑比较喜欢，重投吧！
我觉得你这个是拒稿重投（reject & resubmit）,也就是大修。
好好修改吧，最终是否能被接受还是要看你修改的情况。
机会比较小了，建议改投其他刊物吧！
有些人真是误导。这就是reject and resubmit。好好根据审稿意见改。希望还是很大的。
lz敢投此刊物说明已经是有一定经验的了，只是需要更多人支持你。坚持小马过河精神，何况别人有意见说明你文章有不足之处，无论以后投何刊物都要修改。
