ACS ami，一大一小一据，但据的那个无任何意见，可以申述或者重投吗？
如题，三个审稿人，一大修一小修一据。
大修的审稿人，实际上提的都是一些皮毛，所需补充的信息实际上在实验部分都有；
小修的审稿人，提了一些细节，不难修改；
据的那个审稿人，意见为：The author in the present article present a method for the transformation of a surface to superhydrophobic. Although the article is well documented and has a good quality I believe that it is not appropriate for publication in a Journal such as ACS Applied Materials & Interfaces. I suggest the publication in a more specific journal.
最后编辑据了，可能主要参考了第三个审稿人的意见。
这种情况，可以修改后申诉或者重投吗？有没有机会？

改投其他期刊吧，很明显editor或者editor-in-chief不乐意，毕竟人家才是老板很难改变的
