With regard to the aforementioned manuscript submitted for consideration of publication in the XXX a decision has now been reached. Specifically, based on my own editorial perusal of the manuscript I do not believe, with all due respect to the work, that the paper in its present form is properly developed to be considered for publication. This decision is reached in conjunction with the additional objective of safeguarding the conceptual novelty and thematic balance of the research disseminated via the journal. However, it is felt that a revised manuscript reflecting further conceptual and methodological substantiation could be appropriate for submission to XXX as a new paper. Nonetheless, exercising this option - not offered to every paper processed for the journal - is entirely your decision.

好好修改，可以继续投，如果文章的实质性问题没有通过修改解决的话,还是建议楼主换一个期刊投吧。祝好运 。
这是拒稿的回复。虽然很客气的让你修改之后再投。但是基本是客套话。应该是文章有大问题，编辑直接拒稿，我也遇到这种情况，只有大修补充内容后改投或再投，
The manuscript in its present form reads like a textbook exercise and not a XXX paper. The archival contributions of the work need to be clearly spelled out. In addition, the references listed are from quite a narrow set and this needs to be expanded to put the material in better context of prior work published in the XXX.
