最近投稿，审稿人没有明确拒绝，编辑给拒稿了，还可以argue吗？

编辑意见：.....After careful evaluation of the manuscript and reviewers’ comments, I regret to inform you that we do not find your manuscript suitable for publication and therefore it has been rejected from XXX......

审稿人1：....... However, this manuscript needs to be totally revised and well organized......
审稿人2: .......Therefore, I believe that the paper is convincing and worth to be published in XXX.......
