投的是一个期刊，一审只有一个审稿人，建议大修，按照他的意见修改后重投等了两个多月第一个审稿人失联，换了个审稿人。编辑根据审稿意见决定建议withdraw，这个期刊withdraw可以修改下再投，提交新的修改版本，不能做为新期刊投。下面是科学编辑的意见：
A second referee has reviewed this paper, because the first became impossible to contact.  The second referee's reaction to this work is rather similar to the first in wondering about the significance and suitability of the paper in the context of *** - and hence is inclined to recommend rejection.  With regret, I reach the conclusion that *** isn't the right journal to target for this really rather technical paper that would be much better off as a SPIE publication.  Hence my recommendation that the paper should be withdrawn.  A secondary issue is the quality of the English - it remains quite a challenging read.  The second referee has commented that they are not sure they understand what the intended mean is, in parts of the paper.
