给专业内一高分期刊投稿，一个月给修回，一个审稿人意见很积极，另一个提了一些在讨论中要增加的内容，用了一个月很认真地修改，补充数据，修回的response就写了20多页，最后修回去。再次review一个半月后邮箱收到邮件说接收了，又过了2周收到邮件说拒稿？WTF...作为将近10分的期刊这么不严谨？我第一次听说接收了还会拒稿，而且理由十分简单，就是第三个审稿人觉的文章有很多problem.
有大神见过这种情况吗？一般什么情况会接收后拒稿而且不给具体理由？我应不应该写argue？

两次邮件如下：

第一次，接收：
An editorial decision has been made on your manuscript xxxx-D-18-01156R1, and we are pleased to inform you that it has been accepted for publication.

We will send a formal decision letter as soon as possible, but please be aware that we are handling a large number of manuscripts and we ask for your patience.

两周后邮件过来居然又拒了：
Thank you for submitting your manuscript to xxx. It has been reviewed by members of the Editorial Board, and I am sorry to inform you that it was not accepted for publication. Reviewer comments are attached for your information.

Reviewers' comments:

Editor in Chief Comment : A third independent new reviewer felt there were too many problems with this paper to accept.
