楼主在5月初投了IEEE ACCESS的正刊，等了两个多月，收到拒绝重投的信息，审稿人一共有两个，一个accept，一个reject，而且不建议重投。我这种情况如果重投的话，是选择相同的审稿人还是不同的审稿人呢？顺便问下，拒绝重投的文章，需要在修改过的地方作标准吗（我们老师跟我说需要标红，说是方便审稿人阅读，我在想只有同一审稿人才会看到之前的一版吧）
