The new manuscript may be sent to a new set of reviewers depending on availability so you do not need to list how the comments are addressed (it will be a new submission) but you need to clearly indicate in the cover letter with CAPITAL letters this is a resubmission and all previous comments and concerns were fully addressed.  Again, the fate of the new manuscript will be determined based on the review process.  If you decide to resubmit (only if all the concerns and comments are addressed), please send me a direct note before you resubmit confirming all necessary changes are made. I do not want to process a new manuscript which does not address previous reviewers' concerns.  In your submission indicate this is a resubmission of apreviously rejected manuscript.
