carbohydrate polymer投稿后未外审但意见是大修，请问各位有没有遇到这种情况

请教各位，最近在carbohydrate polymer上投稿，编辑给出意见有点没看明白，应该没外审但是大修，这种情况下被拒的几率大么，意见如下，也想请问下各位有没有遇到过这种情况，谢谢！！！

I find that it could possibly be of interest to our readers, but that ther are aspects in need of improvement before I would consider sending it to reviewers. I find no statement of hypothesis as required by the journal (see guide for authors for guidance). Characterization of your natural polysaccharide does not fully meet journal standards (see guide for authors, in which alginate in fact is used as an example).
