今年4月初投稿knowledge-based systems，历时5个月，收到据稿信。只有一个审稿人，给出了4条意见: 第一条说英语不好；第二条说没有对比更多的参数组合，但是我已经选择了6组常见的组合作为代表来对比；第三条说没有给出算法的复杂度，这个确实没有给出；第四条说的问题我在文章中已经写过了。
所以我感觉这4条并没有那么致命，而且我严重怀疑审稿人没有看完且没有理解我的文章。我的问题是，为什么只有一个审稿人？而且这种意见就给据稿？耽误了5个月的时间只得到这样的结果，心里很不甘。

请问大家，我这种情况可以而且应该申诉吗？具体申诉怎么做，直接给编辑发邮件？有申诉模板吗？

Reviewer #1: XXX is proposed. But some problems need to be improved.?
1.the text is very poorly written, understanding some sentences can be very hard. A thorough English review is essential.?
2. XXX involves many parameters. To show its robust performance, parameters sensitivity test is indispensable. In this paper, I don't see the content about it. In section 4.1, six variants are compared. Why not compare other variants??
3. What is the computation complexity of the proposed algorithm??
4, Are all weight vectors used in the search process? How do population size and weight vectors should be set??
