第一次投稿elsevier 编辑给如此修改意见是不是没希望了？
期刊是Journal of Loss Prevention in the Process Industries

This paper could be of interest to the journal readership but not in its present form.
The manuscript requires a comprehensive revision of the use of English grammar. There are numerous instances of incomplete sentences and other grammatical errors.
The main technical difficulty is that the alarm management research results are not adequately related to the journal scope of chemical and process plant safety. (There are also insufficient references drawn from the process safety literature). This will require significant revision of the discussion and conclusions to remedy.
上面也没说是几个审稿人，意见也没有跟文章内容相关的，而且给的是两个月的修改期限，这应该是大修么，这不知道从何下手啊，求助各位大神！

语言好好改改，不行就拿去润色吧，论文还是可以就是语言太差，祝好运。
这个主要的问题除了英文文法存在很多问题以外，研究的课题与所投期刊的研究范围也不匹配，这才是最大的问题。另外，参考文献也有点问题。看这似乎就没有送外审，直接从编辑手里就给打回来了。不好好大改的话，想发表会很困难。

期刊选错了可以再重选，但文章存在较为严重的缺陷的话就不是单单的重选就可以解决的问题了。先按照编辑的意见一个一个地修改了再说
