投了之后会先prescreening，这个过程一般两天，然后就会分配AE。

才三天 美国周一过节呢 基本上一个月内会有结果的 但只有reject和accept两种 reject有时会鼓励重投

有些期刊先要technical check 技术审查，包括手稿的格式，语言，重复率等基本条件是否满足要求，审查通过了才分配编辑。

To ensure high quality of publications and also make best use of reviewers’ time and efforts, the IEEE Signal Processing Letters has implemented a peer review procedure that now includes a prescreening step, performed by a group of Senior Area Editors who are experts in the different EDICS of the journal. This means that all submitted manuscripts are prescreened according to IEEE publication guidelines to determine if each submission is 1) comprehensible, 2) it meets the scope of the periodical, 3) it meets a minimum criterion for technical substance established for this journal and 4) its bibliography and description of the context of the work is not seriously deficient.

Only the manuscripts that meet the above criteria are assigned to an Associate Editor and peer reviewed. The others are sent to the Editor in Chief who decides if it is appropriate to send the paper back to the authors or proceed in any case with an Associate Editor assignment.

As a normal part of the screening process some manuscripts will be evaluated by a second person, often an Associate Editor. Even such cases, we aim that the screening process require only a week or so. Regardless of the result of the editorial consultation, authors will receive an email indicating the manuscript's dispensation: either that the manuscript has been forwarded to an Associate Editor for peer review, or that SPL has declined to review it.
