因为专业不是从事能源政策类研究的，虽然看过几篇文章，但是很多东西不懂。给了30天修改，就1个人审稿人意见，最后一条还是鼓励重写，压力山大。
   审稿意见如下：
    1. The paper needs a framework to address the major issues
      框架是指的是什么？
    2. In the introduction, we need to set an action plan with coal reserve under changing energy-mix environment in China
    设置煤炭储量的行动计划是什么意思？我文中分析了煤炭储量。
    3. Section 4 and 5 are relevant for the readers of this journal. Here we need to have a clear policy prescriptions identifying the historical trend with future prospects
    清晰的政策处方识别历史趋势和未来前景？政策处方和历史趋势、未来前景之间的关系怎么体现？
    4. I encourage the authors to rewrite this manuscript aiming at the following issues:
