IEEE论文被拒后，我写了回稿意见后重新带编号投，主编说我投稿方式不对，不符合IEEE投稿标准。现贴出邮件，求助大家帮忙看看。问题解决后金币奉上，麻烦大家了。
This submission is linked to the rejected manuscript ***. Despite the fact that this latter paper was rejected without allowing for a resubmission, you submitted a new paper along with a protest.
This is not the correct formal procedure in any IEEE Transactions and certainly not in the IEEE Trans. on Control Systems Technology.
The formal procedure is the following:
- you send a protest along with a rebuttal by email to the Editor in Chief
- the protest will be evaluated with the help of the reviewers, the AE and possibly an independent member of the Board
- in case the protest will make a case for reconsidering the previous rejection decision, such a decision will be rescinded and a revised submission will be allowed according to some conditions
- instead, in case the protest will not lead to reconsider the previous rejection decision, such a decision will be confirmed and no revised manuscript will be considered for review.
Therefore, the present manuscript is rejected without review.

说的应该是我前几天投过去的latter paper被拒without allowing for a resubmission。
不知道我这样理解对吗？现在老板的意思是写coverletter讲清楚这是被拒后重投的，请问这样的处理方式可行吗？感觉你的宝贵意见。

老板按照以前的经验叫我写coverletter了，没有当面的沟通也不好拒绝老板的要求，先试试这样行不行得通。我内心的倾向你这样的做法的，感谢你的宝贵意见。金币奉上，虽然好像没什么用。。。。
你看看你审稿系统中的状态，很可能是：Reject - Do Not Resubmit
这意味着，这篇文章不允许修改后重投。无论专家审稿意见给的多么简单，多么容易回答，都是不允许重投。除非，你向主编申诉，说专家意见不对。
因而，你老板把问题想简单了，或者不清楚这状态的含义。
结论：1）向主编申诉；2）改投。
写coverletter是要把稿件当做新的一篇论文投稿，只是带上以前的编号跟以前的审稿意见，但是依然当做新的投稿处理，请问这样的处理是可行的吗？coverletter如下，请问这样写可行的吗？第一次碰到这样的情况
We would like to submit the manuscript entitled "***", which we wish to be considered for publication in IEEE Transactions on Control Systems Technology. This paper was linked to the rejected manuscript ***, thus, the authors would like to submit the current manuscript as a new submission. This paper is revised according to the valuable comments of the previous anonymous reviewers.
The main revision includes:
1) All comments of Associate editor and reviewers are considered and the paper is revised accordingly;
2)Further notes on the novelty and contributions of this paper have been justified and clarified in the current manuscript.
3) The comparisons and discussions are provided to verify the effectiveness of the proposed method;
4) English formulations have been polished and clarified in the current version.
In the new submission, both the manuscript and a respond letter are enclosed. Finally, the authors would like to thank Editor, Associate Editor and anonymous reviewers again for the constructive feedback that has contributed to improving the quality of the paper
