IEEE论文被拒后，我写了回稿意见后重新带编号投，主编说我投稿方式不对，不符合IEEE投稿标准。现贴出邮件，求助大家帮忙看看。问题解决后金币奉上，麻烦大家了。

This submission is linked to the rejected manuscript ***. Despite the fact that this latter paper was rejected without allowing for a resubmission, you submitted a new paper along with a protest.

This is not the correct formal procedure in any IEEE Transactions and certainly not in the IEEE Trans. on Control Systems Technology.
The formal procedure is the following:
- you send a protest along with a rebuttal by email to the Editor in Chief
- the protest will be evaluated with the help of the reviewers, the AE and possibly an independent member of the Board
- in case the protest will make a case for reconsidering the previous rejection decision, such a decision will be rescinded and a revised submission will be allowed according to some conditions
- instead, in case the protest will not lead to reconsider  the previous rejection decision, such a decision will be confirmed and no revised manuscript will be considered for review.
