这个应该是编辑的意见，你要是不同意估计也会送给专家审，不过通过的可能性应该不大，还会浪费楼主几个月的时间。不如听编辑的，换个期刊。

我的理解是如果你同意，编辑部就直接帮你转投过去，如果不同意基本上这个期刊就拒掉了
