A paper is acceptable for publication in Optics Express only if there is convincing evidence that, in addition to being correct technically, it also adds a new and important result to the field.  I have found that your paper does not meet this criterion. Additionally, the paper does not describe new scientific phenomena, but rather a combination of techniques for a spectroscopic application. This paper is much better suited to a journal describing applied issues and/or spectroscopic techniques. One example could be Applied Optics.
