小弟今年年初投了一篇IEEE Transactions on Circuits and Syatems for Video Technology。一审的意见是Reject and invite to resubmit。总共三位审稿人，其中一位审稿人的意见主要是写作问题，另外两位审稿人要求补充实验。经过一个多月紧锣密鼓地做实验，我重新提交了论文。但是，前几天，我无意间重新查看了一下之前的拒稿邮件。发现，其中有个问题我忽略了问题如下
Therefore, before your new submission, you have to answer two questions clearly in your revised manuscript and responses: a) what are the?3-5?papers published in the IEEE Transactions on Circuits and Systems for Video Technology, which are most closely related to your manuscript; b) what is distinctive / new about your current manuscript related to these previously published papers.
现在感觉天都塌了，非常懊悔自己的粗心。论文现在处于awaiting recommendation的状态，我想问问，我可以直接给主编发邮件表达自己的歉意，希望主编不要因为这个拒稿吗？唉，人生第一次投稿，就这么要凉了
