各位前辈，小弟投了一篇IEEE的trans，结果被拒稿了。拒稿邮件提到可以“resubmission”，请问重新投稿的时候如何回复这次reviewer提出的意见呢？
是不是可以在cover letter里面把第一次被拒的一些问题解释一遍，可是cover letter会被reviewer看到吗？（感觉有些内容不必要写到正文，而且篇幅也有限）
以下是邮件的原文：

According to the recommendations given by reviewers and the associate editor, your manuscript would require another review round involving major revision. Unfortunately, this is not possible in this journal because its primary goal is rapid dissemination to the research community. Therefore, I regret to inform you that the manuscript cannot be accepted for publication at this time. However, a new manuscript may be submitted as a RESUBMISSION, which takes into consideration these comments.
