General comments
This paper presents aims to improve the hybrid recommendation algorithm by redefining the parameters and the parameter ranges of the hybrid recommendation algorithm. The parameters are tuned with a PSO algorithm. Experimental results are shown on three datasets and compared with four base algorithms. The paper is well presented and easy to follow. However, the contrition of the paper is quite minor and fare from what is expected for a work published in a high standard journal like ESWA.

1. Sections 1 & 2: Recommendation systems are a large domain. So it is useful to make a focused literature review. Since the work is basically about collaborative filtering, it is needed to extend largely the literature review of existing methods, in particular recent advances in this area.
