Congratulations! Your paper is being considered for potential inclusion in the Special Issue of 一个SCI-E刊. This indicates that your paper has been favorably reviewed and lies within the top 5% of papers ................................Now we must make a final cut on which papers to formally invite for the Special Issue. Please indicate whether or not you are interested in having your paper considered for this honor.

说到底就是Yes和No两个选项，Yes的话也许（仅仅是也许）你这篇会议论文能变成一篇SCI，就这么简单。
special issue 不一定会被SCI收录吧
专刊与正刊权威都一样，都能检索。
嗯，只能说还要走个审稿流程，通过了就是，不通过就不是了。
