IEEE TPEL二审通过，但有一个审稿人拒稿，不知道三审拒稿的可能性大不大
前几天收到论文二审意见，主编给了Conditionally accept with major mandatory changes (4 weeks)。审稿人的意见如下

Recommendation: Accept with minor revisions or without change
Reviewer: 2
Recommendation: Accept with minor revisions or without change
Reviewer: 3
Recommendation: Reject with the possibility to re-submit
目前只有3号审稿人给了拒稿而且态度比较坚决，请问这样情况下录用的可能性大吗吗？

Conditionally accept with major mandatory changes (4 weeks)，在TPEL中类似小修，编辑倾向于接受，只要好好回复意见，大概率录用。
不好意思，1,2号审稿人没有审稿意见。3号审稿人一直认为我的论文创新性和实用性不太好，因此给了拒稿。
