第一次投稿，初生牛犊不怕虎，投了 ieee TIP。等了半个月初审结果出来了

I am writing to you in regards to manuscript # TIP-(此处省略) entitled "此处省略", which you submitted to the Transactions on Image Processing. The submitted manuscript was reviewed by our editorial board to determine whether it meets the standards of this journal in terms of scope, presentation and technical depth. Please note that only the submissions which pass the preliminary review are scheduled for a full peer review. Regretfully, the review concluded that the paper is not suitable for publication in Transactions on Image Processing due to poor quality of writing and presentation, which automatically excludes the submission  from further consideration. Note that while this is the primary reason for the recommendation, the pre-screening may have found other deficiencies.  Some specific comments from the editorial board members are below:

The manuscript presents a modified Fuzzy C-Means algorithm to improve its robustness to noise and computational efficiency. While the presented work may have technical merits, the manuscript in its current form is inadequate for further consideration. The manuscript has numerous grammatical errors and many sentences that are ambiguous and hard to follow. This will greatly hamper the understanding of the materials in the manuscript by the reviewers. The authors are recommended to resubmit their manuscript after significantly polishing up the manuscript. Below are just a few examples at issue:
1) Abstract, 1st sentence, “Fuzzy C-Means (FCM) has been used widely in many fields but it performs poor when it is used to segment noisy image ...”
2) Introduction, 1st paragraph: “Fuzzy C-Means(FCM)[1] is a popular clustering technique which has been used widely in many fields since proposed by Bezdek in 1981, its characteristic is that the element doesn’t belong to one cluster but belongs to different clusters with different memberships, but it performs poor when it is used to segment the noisy image …”
3) Same paragraph: “Mohamed N.Ahmed et al. proposed Bias-Corrected FCM(BCFCM)[2] which improved FCM by adding a neighborhood term in the objective function of FCM so that labeling of a pixel can be influenced by the labels in its immediate neighborhood[2], but the effect factor of neighborhood term is set manually which is not easy to choose an appropriate value for it.”

The manuscript is hereby rejected without further review.

Please note that according to IEEE Signal Processing Society policy 6.16 "Handling of Rejected Papers" (https://signalprocessingsociety.org/volunteers/policy-and-procedures-manual), the Society strongly discourages resubmission of rejected manuscripts more than once. Authors should carefully review the aforementioned policy before resubmitting their manuscript.
