初审awaiting decision后，为peer review in process 是仲裁了吗，初审也需要仲裁吗？
投稿proceedings of the iMeche, part C，期刊收稿后，状态变为peer review in process，持续3个半个月左右，变为awaiting recommendation，持续10天左右，接着awaiting decision又保持了7天，然后又变为peer review in process。这是什么节奏，是仲裁了吗，初审也需要仲裁吗？又遇到何种情况的虫友没？多谢解惑，，，，，
