IEICE 的special issue长论文投稿，投稿后给的条件接收。第一个评委不太友好，提了11条意见，第二个评委评价比较好，提了2条意见。
修改提交后第一个评委说我有个基本概念还是没解释清楚，然后又提了3条和原来没什么关系的问题。好像因为基本概念没解释清楚所以不太高兴。第二个评委给的通过。

As for the explanation of the proposed method, the explanation became clear
in comparison with the initial submitted manuscript.
Since the simulation results show the superiority of the proposed method,
the proposed method should be made public.
However, as some unknown points remain, it is difficult to accept it in
this special issue.
Unfortunately this issue rejects this paper, but we strongly hope that you
will revise the following major comments and resubmit them to general
transactions.
