The work appears to have been carried out with care, but unfortunately we are unable to accept all of the sound work submitted to us. Some factors entering into this decision include scope, depth of research work, originality, adherence to journal guidelines, scope being limited to local interest, and length limits.
In reviewing your manuscript, I also noticed that there are sections which seem to be unoriginal, having appeared in already published work. In this case, the overlap goes beyond the normal occurrence of standard phrases in your field.  Specifically, 28% of your paper contain(s) a significant amount of (verbatim) textual overlap with previously published work(s).
