The paper is not correctly prepared/formatted and contains many figures of very poor quality. If the authors would like their manuscript to be sent out for a full review, please do the following:
1) Properly position your work within the scope of this journal and its reading audience. It is also expected that the authors clearly explain and demonstrate (e.g. by some comparisons) their contribution and novelty with respect to the state-of-the-art in a given domain of their work, available or existing alternative methods, your own previous publications (if it applies), and relevant published literature.
2) Prepare your paper according to the IEEE PES Authors Kit, format it strictly according to the IEEE Transactions template including all graphics, references, styles, margins, line spaces, title, font sizes, authors¡¯ affiliation, and the mandatory information on the first page left-bottom corner. Please limit the number of pages to 8 for the initial submission by considering material most relevant for your contribution.
3) Please improve the quality, clarity, and consistency of all figures. Avoid putting many sub-figures horizontally within the column, especially when it compromises the quality/clarity. Avoid putting any boxes around figures. It may be better to include fewer figures that clearly demonstrate your approach than clattering your manuscript with too many figures of poor quality. Make sure that all lines, legends, and details are sufficiently large, clearly visible/readable/distinguishable, and consistent throughout the entire manuscript. The smallest allowable font size is 8. All figures with circuits must be drawn using circuit elements of the same size and style. All figures with diagrams also must use the same consistent size and style of blocks and variables. The variables used in your figures must match those used in the text and equations in terms of size and style (italic vs. regular, including all subscripts). This is mandatory. Please understand that the IEEE technical editors have no means to correct or improve your graphics files once they are submitted, and it is the authors¡¯ responsibility to provide the graphics files in the best quality.
