我刚投了一篇会议论文，会议结束之后给我发了一份邮件，以下是邮件大致内容：
        I am writing regarding your paper
to inform you that the Committee encourages you to submit an extended version of the paper to IEEE Access Special Section

According to the publisher’s rules, the overlapping between the conference paper and the new manuscript should be less than 35%.

The extended manuscript will be subjected to peer review process and handled as an original submission. Thus, this invitation does not guarantee that the paper will be accepted for publication in the journal.

Please note that IEEE Access is an open access journal, so publication fees are to be paid. The submission deadline is January 31, 2019.
