前不久投elsevier旗下的Pattern Recoginiton。with editor后直接decision in process。结果今天收到退稿信，没有送外审。但是看了信觉得似乎可以重投。我把信件附在下面，希望有投稿经验的同仁帮忙分析一下：（1）是否可以重投？（2）是不是需要增加对该期刊的引用，因为之前投稿时参考文献没有发表在PR上的论文。（3）最后一句是不是要在引言里说清研究内容和模式识别的关系？

This work addresses an application problem of pattern recognition, definitely falling in the scope of PR Journal. However, the work is not well grounded in the literature of PR and related journals and conferences.
