请教各位网友，投稿一个杂志，返回三个审稿意见，其中两个比较正面，另一个都是疑问句式的提问，但也没什么负面评价。这都可以理解，也常见，但是编辑给的意见是这样的，有些摸不着头脑，这是什么情况，怎么只给一次修稿机会呢？投的是一本不缺稿源的杂志。
