如果同样的稿件，最好和编辑说一下，不然编辑会不高兴的，浪费编辑时间。我以前有一篇因为查重悲剧了，我给编辑写了封信，编辑同意了，又投的稿。

We have received your email about the decision of our manuscript, and from Editor's Comments, we know that our manuscript was rejected due to .......... Now we have carefully examine the manuscript, and re-written it. As this journal has a high reputation in this field, may I resubmit the manuscript as a new submission?
