IEEE ACCESS第一投稿因为提交出了点问题进行了重投，第二次重投一个月后被拒，四个审稿人的意见是两个接受，两个提出了几个问题但是鼓励重投，结果文章被主编拒绝了，而且说不接受重投。请问这种情况下能不能重投，请大家给点意见？
