各位大神有谁知道Baltic Journal of Road and Bridge Engineering这个杂志呢，虽然是SCI扩展库，但文章水平有限，投了这个杂志，去年投稿的时候还是邮箱投稿，现在变成投稿系统了。第一次投稿到返回意见的时间大约为50天，根据意见进行了修改。结果元旦的时候返回意见，到现在为止也没有消息了。这都快过了半年了，中间发过邮件回复如下：

I would like to inform you, that review process was started since you send us the paper, but not inside the OJS system (we sent your manuscript to reviewers by e-mails).
Some information.

As BJRBE is the journal, that has 4 founders, but since the beginning of this journal only VGTU is working with is‘t managing and publishing processes. All founders decided that it is time to make the rotation of mentioned processes and the publication will be replaced to Latvia – Riga Technical University (RTU). We knew that it will hapen this year, but didn‘t know the real time. This month we had a meeting and decided to transfer managing and publishing processes since June.
To make transferation works more easy, for a while we decided to work in our old system (communicate with authors and reviewers by e-mails), because RTU has their system (on OJS) and will work by their rules and etc.
For a while we are preparing for transfer process and while keep in touch by e-mails.
好像这个邮件也没有回复我的问题，虽然目前也不是很着急用文章，是继续等着呢，还是怎么办，各位虫友有遇到类似的问题吗？ 返回小木虫查看更多
