本人6.16号下午投稿，18号晚上就收到编辑邮件。
主要内容如下：
Thank you for submitting your manuscript to Vacuum, Sample Text. I regret to inform you, however,  that your paper is Sample Text for publication in its present formulation. We have completed a pre-review of your manuscript and a summary is appended below.

You have the option of Sample Text a substantially revised version of your paper, which would be considered asSample Text. If you decide to do this, you should refer to the reference number of the current paper and include a cover letter which explains in detail how the paper has been changed, in reply to the Editor comments.

Thank you for giving us the opportunity to consider your work.

然后也附上了3点Sample Text

随后我去看了一下进度，如图所示，也没有任何信息，我理解为压根没到审稿人手里，在编辑这里就给了暂不接受建议resubmit的建议。

因为本人是第一次投稿，其中内涵不太明白。1）这种情况是什么意思？算是婉拒，还是倾向于修改后的接收？
                                                                   2）resubmit属于大改的意思嘛？
