第一次投文章，SCI，被拒了，修改了还能再投这个期刊吗？
17年9月份投了一个SCI期刊，18年1月份返回了意见。3个审稿人：两个拒绝，一个大修（基本也是拒绝）。
三个审稿人的意见是：
审稿人1：Against this background publication is not recommended.
审稿人2：I would not recommend publication of this paper in its current form.
审稿人3：This paper is on the cusp of Major Revision and Reject. In fairness to the authors I feel that Major Revision is the correct decision. This will give them the opportunity to re-structure their paper to provide and make a modest contribution to the literature on the XXX.
审稿人3给的修改意见最细最多，而且对文章的内容挺感兴趣。（从回复的语言上能够看出）
编辑的回信是：
Dear XXX
I now have three reviews of your paper.
Unfortunately, all three referees said that your paper should not be published in the XXX. I attach the reviews so you can see why your paper has been rejected.

这个意思应该是拒绝了吧。
如果我按照审稿人给的修改意见修改后，还能再投这个期刊吗？如果可以的话，是重投还是返修的投呀。
