Dear Authors, we have found that this paper was previously submitted to our journal and the previous review was not taken into account in the sufficient degree. As a matter of fact, the length of the original submission is 11 pages, in contrast the modified manuscript is only 10 pages long in spite of the fact that the reviewer suggested a major revision and missed several things. Beside, the reviewer highlighted the appearance of too many acronyms. It would have been required to create a nomenclature on the abbreviations. Finally, the reference list contains too little amount of titles. For these reasons we must reject this manuscript.

现在有点迷茫，之前这刊给过一个大修，时间仓促改得不是很好就投过去了。后来悲剧了，审稿意见感觉说了半天没说内容的事儿。接下来不知道该改些什么，是加参考文献，加点内容继续投MPE，还是加点内容换刊呢？求大神们指导，谢谢。
