感觉不是cover letter的问题，因为投稿时，cover letter已经提交了啊，谢谢你的关注。
应该在文章中的acknowledgement中声明基金号，如果没有基金，也要说明no funding
论文应该 declare no conflict。百度一下

或者看看已发表文章这部分
cover letter中也声明一下相关内容，
怀疑你文章的版权属于资助方，或者其它相关方。所以要求提供证明“与致谢的资助方及其它相关单位和人员无利益冲突证明”
