我有一篇文章被PTL 和OE据过，现在想转投 JOURNAL OF LIGHTWAVE TECHNOLOGY,但是JLT是OSA和IEEE合办的一个期刊，JLT投稿的时候要求表明是否被重投，如果是重头需要在cover letter 里附上之前的审稿意见，我不理解，这是问的是是否被JLT拒过，还是被其他期刊拒过的也算是

Is this paper a re-submission of a previously rejected paper, irrespective of the previously rejecting journal or conference?
