本人于8.21向Elsevier（Evise）系统 杂质投稿一篇，至今已有30天，稿件仍处于with journal 状态，发了催稿信，得到如下回复：

We would like to mention that we have been experiencing technical issues with editor and reviewer assignments, this is causing a delay in the editorial process. I regret for the inconvenience occurred.The publisher of the journal is working on a quick fix and the journal will receive new editors and they would start working on your submission soon.

稿子至今都还未到编辑手上，9.18发了撤稿信，9.20收到一封和上文一样的回信，只字未提同意撤稿之类的，投稿系统也没有任何变化…
