投了一篇《Engineering Letters》的文章，经过两次修改之后编辑已经确定文章被录取，发邮件让交版面费。但没有给录稿函和发票，也没有给付款方式。两星期前我发邮件咨询索要录稿函和付款方式，编辑却一直没给回信，很是郁闷。。。之前投稿和修改论文的时间，编辑回复的还都挺快的，到最后一步却不知道什么原因，迟迟等不来回音。大家有没有遇到过类似情况或给贵刊投过稿的，交流一下经验呗。以下是编辑最后的邮件信息：

Mandatory Page Charges: The author or his/her institution or company will be
asked to pay a mandatory page charge of US$250 for manuscripts of five to
twenty pages, while US$300 for manuscripts of more than twenty pages. The
author will be entitled to 3 free reprints of the journal upon the payment
of the page charges.

The bank transfer form must indicate that all charges are borne by you, i.e.

such option, you need to add USD 30 to the bank transfer amount. If the net
amount received by us is less than the required amount, you will need to
make another payment to settle the difference before the publication is
posted. If possible, please use other payment method to avoid bank charges.
