好奇怪审稿人没拒，被副主编拒了。
投polymer composites，三个审稿人，一个说can be acceptable, 给了一些修改意见；第二个给了两条修改意见；第三个说回答了所提的问题仍然值得发表：If the authors can answer the following three major questions in the manuscript, then it's still worth to be published. 但是最后文章悲剧了，很倒霉啊，什么情况?
被副主编Scott W. Case给拒了，郁闷，头一次遇到这样的情况。

是拒了再投吗？
不是，直接被拒了。Please note that we are not able to reconsider manuscripts declined after review, nor are we able to enter into correspondence regarding the decision process

第一审稿人credential info to editor可能说了不好的话。第二可能副编辑因为自己的观点并不看好此文
审稿人返回审稿意见，通常有两栏，一栏是发给作者的，一栏是发给编辑的。可能发给编辑的文章评价不太好。所以编辑决定退稿。很多审稿人这两栏的意见是一样的，但有些人会写的不同。
也有可能太多稿件了
有这种情况，我就遇到过，修改以后，投其他期刊吧
编辑有一票否决权啊
