会议转投IEEE磁学，一审修改后没有标记改动地方就投了出去，结果编辑回复

我改完之后发现投稿系统已经关闭了，我只能把论文发给编辑，但是编辑至今（一个多星期了）也没有回复，我该怎么办？把论文直接发给编辑是不符合IEEE的规定吧，还是有的编辑允许这么做？
