There has to be a "Contact the Editorial Office" Link in that page. This is standard. Look around and you will find it. If you still cannot find it  let me know and maybe I can help you in other way.

Elsevier里的大部分期刊，可以在投稿系统界面的列表的Action上点击Sent mail，来给编辑部写信。
不过有很多期刊确实没有这功能，我们也遇到过。你可以这样，在RSE期刊主页
