小弟投了一篇文章到Remote Sensing of Environment，审稿三个月终于给了意见，主编给了拒稿，意见是"we received three very in-depth reviews of your paper. Unfortunately all three reviewers found significant concerns with the paper and need for extensive reworking of the premise and the text. They were also disappointed with the older version of the input data. As such I feel this exceeds major revision and needs a significant reworking of the project. Although we can not accept this current manuscript for RSE, I hope the comments below are of use to your future work"。审稿人1和2给了一些琐碎的修改意见，按要求改的话基本上都能改好。审稿人3说"This paper is of rather limited use as its conclusions and suggestions are predicted on well known and documented limitations "。
我感觉这篇文章创新性还可以，想修改以后重投这个期刊，还写信问了主编可不可以接收充投，但没收到她的回复。请问各位虫友，我是该修改以后重投还是改投他刊？
