在杂志 <International journal of hydrogen energy >上投了一篇文章，

2017.6.16 还是with editor
with editor时 编辑发了封邮件说，Your paper will now be submitted for review to qualified scientists. As soon as I have the reviewer reports in, I shall be in touch with you. Please note that the processing times, including selecting reviewers, considering their reports and making a dispostion, take on the average six to eight weeks. However, for various reasons there may be delays. If no dispostion is made within 6/8 weeks, I will inform you of the delay and provide a new decision date. I will repeat this every 3/4 weeks, till the decision is made.
请问大家有没有遇到过这种情况，这是文章已经送审了吗？ 如果送审的话， 投稿系统为什么不显示 under review状态？ 还是一直在编辑手里没处理？

楼主的稿件已经通过了格式审查，目前还在责编手中，没有送审，责编的意思是马上准备送审。
如果送审的话， 投稿系统为什么不显示 under review状态？ 还是一直在编辑手里没处理？
送审了以后，投稿系统会显示Under Review状态，目前还显示With editor，因此稿件还在编辑手中，
按照编辑的来信进行揣摩，稿件现在应该还在编辑手里，还没有送审，因为这个时期的时间需要6到8周的时间，而从投稿到现在也还不到5周的时间呢。估计现在还在寻找合适的审稿人呢。
请问格式要求有哪些，我这两天看了有很多英文要求，现在有点儿着急，请问可以加好友交流一下提交文献主要哪些格式要求和文件要求么？
