第一次投稿时不知道是不是长时间没有找到合适的审稿人，只返回一个审稿人的修改意见，major resivion,但是修改意见都是小地方的修改，没有尖锐的意见。编辑给的决定是退稿，但表示欢迎按照审稿人意见修改后再次投稿，并标明原稿件的提交编号和修改的地方，这种情况再次提交时需要写Response to Reviewers作为附件吗？
