IEICE投稿被拒
I regret to inform you that your manuscript has been rejected for
publication in the IEICE Transactions. Your manuscript has been
carefully reviewed by two experts, and both of them recommended to
reject it. Autonomous robots such as the ones that this study aims to
realize are desirable in real-world; however, as both of two reviewers
pointed out, the paper needs major improvements for representing the
originality and effectiveness of the proposal. I hope that authors improve
the paper based on the reviewers' comments and re-submit revised one.
看邮件的意思是虽然第一轮被拒，但是编辑还是欢迎修改后重投，请问大家有碰到这种情况吗？再投的话希望大不大？

可以重投，还要重新审稿
编辑给重投机会了，就按照审稿人意见修改后重投，还是有很大机会的。看一审意见，类似大修，比较麻烦的一点是，看起来审稿人对于文章创新性有一些疑问，所以楼主在修改文章时要注意更加清晰的阐述创新点，
不管是大修还 是小修，只要给机会就好好抓住，修改后改投

如果楼主能够令人信服地回答审稿人提出的问题并作出到位的修改，杂志社不在一定时间内禁止投稿，可以考虑修改后重投。
