由于第一个审稿人的意见比较尖锐，编辑给了楼主拒稿后重投的机会，是否选择重投，取决于楼主能不能令人信服地回答审稿人提出的问题，并作出到位的修改。如果做不到这一点，就只能改投了。
编辑已经做了拒稿的决定，但是还给了你重投的机会。如果你想重投，必须对审稿意见做出完善的回应和相应的修改，特别是审稿人1的意见，一定要重点考虑并修改和回应。你如果重投了，稿件会被当作新稿件来对待和处理的。
