Both reviewers find the contribution of the paper incremental.
In particular, Reviewer 1 has serious concern about the novelty against [31]. I therefore request the authors to make a thorough justification of their novelty compared to these two papers.
Reviewer 2 has listed a lot of detailed problems of the paper. This indicates to me that the paper must go through a very careful proof-reading.
